Modyl and Rules files and ADR tools · Actual AI, Mneme, CLAUDE.md, AGENTS.md

A rules file says what. Modyl records who decided, and why.

ADR tools and rules files put written decisions in front of agents. Modyl settles the decision with its owner at the moment an agent is blocked, and the agent resumes from that answer.

What they do

  • “Automatically synchronize architectural decisions across all agent context files”

    Quoted from actual.ai
  • Mneme turns approved decisions and ADRs into guide, warn or block verdicts, including on Claude Code edits.

Available. Rules files ship with every major software engineering agent. Checked Oct 22, 2026.

What it leaves open

Putting decisions in front of every agent, and blocking an edit before it lands, already exist. Modyl does not claim either is new. The difference is where the decision comes from. In Modyl the owner settles it at the moment an agent is blocked, with the evidence and the options turned down, and the agent picks up from that answer.

Decisions settled by their owner when an agent is blocked.

Use it with Modyl

  • Today

Keep your rules files. A rule confirmed in Modyl fires in every connected session of a workspace, and in Claude Code, Codex and Amp it can stop a matching tool call before it runs. If the check takes longer than 2 seconds or cannot run, the call goes through.

Where each fits

Choose Modyl when

  • Agents keep stopping on calls no rules file answers yet.
  • You need to know who decided, and when to look again.

Rules files and ADR tools alone is enough for

One tool and a stable codebase. A rules file is free.

Keep your agents. Give the team one place to decide.
